The Greek sovereign debt crisis (2009–2016) left the Athens real estate market at a low point. In the second half of 2025, approximately 40% of transactions in Athens involved foreign buyers (primarily Chinese, Israelis, and Turks), with a focus on apartments in central areas.

New construction activity has steadily recovered, with the construction activity index surpassing pre-crisis levels in 2024. The Attica region, particularly southern Athens, leads the way in new developments, thanks to its proximity to the coast, the airport, and bustling shopping districts.

Current projects focus on energy-efficient and environmentally friendly homes, student housing, and the conversion of commercial spaces into residential units. The Greek government has set a target of creating 350,000 new housing units by 2030, with incentives for affordable housing and long-term rentals.

Foreign Direct Investment in Greek real estate reached a peak of €5.98 billion in 2024, with more than €3 billion directed toward residential and commercial properties in Athens. Economic and Political Stability: Greece’s ongoing recovery (annual GDP growth of 2–2.3%) and improved credit ratings have bolstered investor confidence. Local buyers have returned to the market, and international investors view Greece as a stable destination compared to other Mediterranean countries.

Imbalance between supply and demand: Demand for new homes, particularly apartments in central locations and coastal properties, far exceeds supply. Annual construction remains below housing needs, intensifying competition for attractive properties.

Platforms like Airbnb have changed the character of neighborhoods, with many apartments being converted from long-term rentals to short-term tourist rentals, further reducing the supply available to local residents.

Forecasts for 2026 predict continued growth, albeit at a slower pace (4–6% annually), as the market transitions from a recovery phase to one of sustainable expansion. The Greek government is exploring regulatory measures to balance the continued appeal to foreign investors with maintaining housing affordability for the local population.

Central and coastal areas, as well as renovated properties in prime locations, will remain in high demand, while the broader market will benefit from ongoing urban renewal and infrastructure upgrades.
